Suppliers are qualified against the acquisition requirements before a line is written. Nothing goes on an order we have not already checked.

Hold
Material is received, inspected, and held under lot control. It stays segregated until it is time to pack against that order.

Pack
MIL-STD-2073 military packaging when the contract requires it. ASTM D3951 commercial packaging when that is what the government specified. Labeled and ready to ship.

Ship
Leaves on the required delivery date. Tracking and proof of delivery go to the requiring activity so the trail is readable if anyone asks.
